Job description

PURPOSE OF THE JOB
Responsible for the Ruwais Refinery Performance Management System, supervises the monitoring and analysis of Refinery operations andtechno-economic performance indicators using strategic performance management tools and industry benchmarking.
Identifiesperformance gapsand improvement opportunities, develops initiatives to correct performance gaps and resets performance targets to achieve continual improvement and industry standard performance.
KEY ACCOUNTABILITIES
DESCRIPTION RESULTS REQUIRED
Supervision of the Performance Management Section:
In liaison with the Process and Quality Assurance Department and all operations departments, suggests performance improvement initiatives for process plants, utilities and off-sites operations
Supervises the activities of assigned personnel including allocating work and determining priorities.
Performs supervisory functions and exercises financial authority at Section Head level as established by the Delegation of Authority Manual.
Establishes a performance monitoring system and continually validates its integrity and suggests improvements.

The Performance Management Sectionoperates optimally and in accordance with Client's objectives.
Monitoring:
Monitors the implementation of performance improvement initiatives and operations practices.
Ensures all departments adhere to their approved department operations goals, objectives and strategies.
Develops and monitors administrative and operational KPIs and targets for the Refinery departments and regularly checks their appropriateness.
Supervises performance benchmarking studies, Ruwais Refinery balanced scorecards reporting and performance audits.
Monitors consultant's studies, audits and outcomes.

Ruwais Refinery has a reliable performance monitoring system in line with Client's guidelines.
Performance Gap Identification and Address:
  • Identifies performance gaps and improvement opportunities using Solomon and other performance gap analysis studies and simulation results including energy conservation programmes.
Researches, develops and monitorstechnology and operations initiatives to correct performance gaps to ensure international best practice standards.


Ruwais Refinery performance gaps are identified and addressed
Reporting:
  • Provides accurate reports of performance data and analyses to the Strategy, Change and Performance Management Manager, Refinery operations managers and senior managers and to the HQ Corporate Support Division.
  • Supervises the delivery of Refinery daily, weekly and monthly operations reports to the Strategy, Change and Performance Management Manager, operations managers and senior managers.

Senior management is fully aware of performance indices and issues regarding all aspects of Ruwais Refinery activities.
Managing the Performance Management Section Budget:
Prepares the preliminary annual budget for the Performance Management Section.
Monitors actual expenditure to ensure it is within approved budget limits and reports variances to the Strategy, Change and Performance Management Manager.

The Performance Management Section operates within an approved budget.
Staff Training and Development:
Mentors Section Developees, in accordance with the company's Emiratisation policy.
Supports development programmes to train, motivate and retain employees, providing formal and informal appraisal and feedback.

The Performance Management Section Emiratisation targets are met.
  • Training, guidance and counselling is available to section staff with a clear objective of career development and the enhancement of departmental performance.
Health Safety Environment and Fire Procedures:
Knows the Company's Health, Safety, Environment and Fire policy, procedures, regulations and objectives as they relate to his areas of responsibility and ensures that they are effectively implemented by subordinates.


All section staffconform to HSEF regulations and are well trained in safety practices and emergency procedures to eliminate incidents and accidents.
Miscellaneous
Performs other similar or related activities as assigned by the Strategy, Change and Performance Management Manager.

Job accountabilities are completed in a professional manner as per job objectives.

  • Supervises Performance Management Section that can contribute to AED 2 3 per barrel which translates to AED 1 Billion annually.
INDEPENDENCE OF OPERATION

Control Consults with the Strategy, Change and Performance Management Managerand the Corporate Support Division on main issues relating to principles or policies.
Work assignments are subject to the review and direction of theStrategy, Change and Performance Management Manager.
WORK CONTACTS
Internal Daily contact with other Strategy, Change and Performance Management Department staff for coordination and information sharing.
Frequent contact with all Refinery departments to gather data, ensure Cleint's objectives are being met and to ascertain weaknesses in production performance at department manager level.
  • Frequent contact with the Corporate Support Division in Client's HQ. for liaison and discussion of performance management
External
  • Contact with consultants and auditors to monitor activities and outcomes at manger and senior level.

JOB MINIMUM REQUIREMENTS
Education B.Sc. in Chemical or Mechanical Engineering.
Work Experience 9years' experience in a petrochemical refinery with at least three years in a performance monitoring role.
Skills Knowledge of the Oil and Gas Industry practices and performance standards.
Process engineering and production planning experience
Knowledge of performance monitoring systems
Knowledge of Process Historian, refinery information systems, laboratory information systems and ERP application software is an advantage.
Excellent communication and interpersonal skills.
Excellent organisational, management and planning skills.
Proficient in verbal and written English.






PHYSICAL DEMANDS: WORK ENVIRONMENT:
95% of work time is spent in the office with minimal physical effort exerted. 5% of work time is spent in walking and standing.
Occasional visits to Client's HQ in Abu Dhabi.
95% of duties are performed in an air conditioned atmosphere.
Exposed to prevailing weather and plant conditions for 5% of work time.
