Job description
Our client, a leading petrochemical company based in Abu Dhabi is looking forward to recruit Senior Civil EngineerBasic Function:
To provide technical support and advice to the Civil Section Team Leader on the progress of all civil related activities for both the CAPEX and OPEX maintenance budgets. This includes the development and co-ordination of extraordinary civil works, routine settlement survey, periodic inspection of all civil structures and buildings. To carry out the necessary structural design of new constructions, preparation of technical specification, repair procedure, and the other details which are required for the tender documents.
Directs, plans and supervises the routine/ordinary civil maintenance and extraordinary civil works performed by the assigned contractors and related to the civil structures and installations which include concrete structures, foundations, steel, fencing, paving, asphalt roads, buildings, sewage and drainage systems, excavation, soils stabilization, wrapping, refractory lining and industrial scaffolding, at all plants area and BCT Jetty.
Plans and performs maintenance programs, periodic inspection and trouble shooting of chronic problems related to civil structures and installation. Investigate and analysis extraordinary maintenance and new civil projects to identify and propose the scope of work, drawings, specifications, and technical details. This would include preparation of budget estimates.
Ensures implementation of the QC/QA and to enforce complying with the Quality Health, Safety and Environment (QHSE) on various civil disciplines and also promote awareness of its use among all his subordinates.
Work Performed:
¿ Provides technical support and advice to the Team Leader on the progress of all civil related activities for both capital and operating maintenance budgets in addition to the plant turnaround budget, this includes the development and coordination of extraordinary civil works, level surveys, annual and turnaround inspection of all Fertil Plants Civil assets and issues the detailed inspection reports.
¿ To direct, plan and supervise the routine/ordinary civil maintenance and extraordinary civil works performed by the assigned contractors and related to the civil sub- & super-structures and installations which include concrete structures, steel structures, buildings, roofing, foundations, tank bases, fencing, paving, asphalt roads, sewage and drainage systems, excavation, soils investigation, soil stabilization, , wrapping, fireproofing, refractory lining and industrial scaffolding at all Fertil plants area and BCT Jetty (On-shore and off-shore).
¿ Receives maintenance work orders from other Departments and Plant Availability Sections for either routine/preventive maintenance or ad hoc civil repairs, discusses work requirements with the concerned parties and subordinate Civil Engineer/Supervisor. Determines priorities, visits work site, checks material requirements and Manpower availability, issues necessary work orders, purchase orders, and issues excavation work permits, as required, provides technical instructions, co-ordinates with planning and preparation section for daily work schedules. Follows up on work carried out and supervises the quality, safety and progress.
¿ Supervises, arranges and ensures that tools, equipment, spare parts and other materials are available for field and shop work, initiates requisitions for direct purchase and stock items, carried out site inspections and testing for acceptance of delivered materials and provides technical evaluation and acceptance. Checks proper use, storage condition and maintenance of crafts tools and arranges repair as necessary for electrical or other power tools.
¿ Plans priorities and schedules, prepares technical specifications, relevant drawings, and scope of work for maintenance, services and occasional contracts, measures the quality of work done by contractors for monthly payments, reviews and sign off on job cards and time sheets submitted by contractors.
¿ Participates in cost estimation of operating, capital and turnaround budgets of the Civil Section, follows up and reports the cash flow of each budget.
¿ Plans and lists the civil jobs for plant shutdowns and turnarounds. Includes attending various turnaround meetings, prioritizing jobs, preparing detail scope of works manpower and material requirements and scheduling the work within the frame work of turnaround time constraints
¿ Supervises the on-going civil works in the Plant (external services). Includes participating in setting out works on site, carried out specific civil engineering tests during concrete works such as mechanical, physical and chemical tests at various stages of construction, carried out soil tests and ensures that the concrete design mix and curing are carried in accordance with specific standards. Follows-up at various stages to ensure work is carried out according to specification and codes of practice.
¿ Studies major civil work requirements for preventive maintenance, modifications, and new construction, determines labor, materials and supports requirements, and submit plans, schedules, design and estimated cost data to Civil Section Team Leader for discussion and approval.
¿ Investigates civil engineering problems in the plant, BCT and conducts the required testing and recommends and adopts appropriate measures, modification and repair procedures. Carries out studies to protect civil structures and the related installations against aggressive environment and operational effects, including cost estimates. Performs updating reviews and amendments to technical specifications and repair procedures to suit the current situation.
¿ Develops and coordinates the extraordinary civil works, this includes prepare scope of work, technical specifications, structural and construction design, detailed drawings, and work schedules for civil construction tenders (new construction, modification, rehabilitation, etc.) and tenders for scaffolding, refractory, etc. Recommends the short listed bidders and the appraisal of the contractors technical bid submissions followed by Contracts Administration.
¿ Supervises civil construction and installation for plant expansion projects, attends the implementation of field and laboratory tests to collect reliable data for future evaluation of structures. Reviews structural design, technical specifications and construction drawings that are prepared by consultants (designer).
¿ Carries out the role of facilitator (trainer) and assists in preparing training program for national employees undergoing on-the-job training by identifying specific training needs. Provides training, guidance and counseling for trainees, developees and other subordinates with a clear objective of career development
¿ Reviews MAXIMO data of ongoing work orders, purchase requisitions, purchase orders, and contractors¿ invoices, to ensure smooth progress work, monitor and control of the annual budget expenditure.
¿ Plans and prepares to Carry out periodic inspection of civil structures, tank bases, foundations, roads, building, sewage and drainage systems, etc., and carries out land survey work for leveling check of the important super structures such as Jetty deck structure & approach walkway, ship loader rails at jetty, re-claimer and tripper rails in urea bulk storage, in addition to main foundations and tanks bases in plant. This includes the preparation of inspection reports, development of general and specific recommendations for the proposed repair and maintenance works based on findings
Minimum Requirements:
¿ B. Sc. Degree in civil engineering.
¿ 10 years experience in civil engineering, inspection, construction and maintenance works at oil, gas, industrial or petrochemical plant. Good knowledge of refractory, and scaffolding system is mandatory.
¿ Good knowledge in computers.
¿ Good knowledge of English.
