Job description

¿ Previous consulting engineering experience required. Besides extensive expertise in pipeline design & engineering, familiarity in pipeline materials application and stress engineering is essential. Must be fully knowledgeable about codes, standards & recommended practices for this discipline and have supervised FEED Engineers and EPC contractors and developed their deliverables.
¿ Experience with consultant or owner organization in the execution of similar projects essential. Such participation in projects in Middle East is beneficial. In addition, the role will be to assist PMC Project Manager on all project management functions/issues related to the pipeline and onshore facilities.
¿ Participate in meetings with client and vendor representatives, clarify and ensure vendor specifications meet with client requirements in a cost effective manner.
¿ Preparation of technical requisitions and participating in the technical evaluation of vendor bid offers.
¿ Provide guidance in the Technical Bid Evaluations (TBE) and reviewing vendor drawings and documents.
¿ Interact with Quality Assurance for quality issues; strictly ensure compliance with Company¿s Quality procedures.
¿ Interface and provide clarification, guidance and technical support to construction sites and commissioning engineers.

Qualifications (Educational/Professional):
¿ A formal engineering qualification (Diploma/Degree) would be an advantage.
¿ A background in Project Engineering in onshore oil and gas industries.

Experience:
At least 8 years previous experience of project planning.

Lead Electrical Engineer

The Lead Electrical Engineer will operate within the Core Engineering Team or PMT project team environment. The Lead Electrical Engineer will also have senior and engineer grade electrical personnel under his responsibility and will be tasked with their control and management and the delegation of activities to such support personnel.

The Lead Electrical Engineer will be in charge of the following tasks.
During Project Management and Control Phase:
¿ Input to Scope Control
¿ Prepares Electrical packages
¿ Participates in the preparation of Project Schedule
¿ Provides input into Cost Forecasting
¿ Provides input into the Progress Monitoring and Control
¿ Participates in Quality Management control
¿ Provides and promotes Transfer of Technology
¿ Provides proper reports for Electrical Equipment

During Tender Phase:
¿ Participates in tender preparation as required.
¿ Attends pre-bid conferences as required
¿ Provides evaluation and analysis in regards to tenders as required.

During Design Phase:
¿ Is responsible for Design criteria, drawing standards and conventions, and design guidelines
¿ Is responsible for engineering and design data and drawings
¿ Is responsible for existing design data, drawings, and specifications
¿ Reviews all drawings, standards, specifications, Engineering Estimates, and Bills of Quantity
¿ Inspects and audits the progress and performance of the Electrical Design Contractors.
¿ Attends Periodic and Design Review Meetings
¿ Provides input into the pre-qualification and selection of suppliers of materials and equipment.

During Construction Phase:
¿ Procurement support and expediting support for materials and equipment
¿ Quality Management support during construction
¿ Attends periodic meetings with the Construction Contractors as required
¿ Ensures the COMPANY and Government regulations are followed.
¿ Assistance and support to COMPANY in commissioning
¿ Participates in the development and implementation of operation and maintenance procedures.
¿ Reviews and checks the as-built drawings.

Organization Interface:
PMS Interface
The Lead Electrical Engineer will report to the FEED/Technical Core Manager, if serving in the Core Technical team, or to the Project Head/Senior Project Engineer if serving within the PMT Teams. The Lead Electrical Engineer will manage the output of senior or engineer grade personnel working under his authority and will liaise with other discipline personnel in the Technical Core Team or PMT teams as appropriate to his area of service.
Client Interface
Client reporting interface shall be via the FEED/Technical Core Manager for Technical Core Team service, or via the Project Head/Senior Project Engineer for PMT service.

Lead Piping Engineer

Technical Knowledge and Skills
¿ Engineering design knowledge of oil and gas pipelines and associated systems such as pump stations, compressor stations, metering and regulating stations, slug catchers, tank farms and other facilities.
¿ Feasibility studies, conceptual design, FEED, detail design, procurement support, construction, testing and commissioning.
¿ Piping design, stress analysis, piping material selection, equipment and rotating machinery.
¿ Ability to produce specifications, datasheets, material requisitions and piping layouts.
¿ Ability to produce drawings such as piping layouts, plot plans, general arrangements and isometrics.
¿ Familiarity with international engineering codes, standards and regulations.

Personal Competencies
¿ Report writing skills.
¿ Resourceful in researching for technical knowledge.
¿ Must possess strong interpersonal skills to be able to coordinate in a multi disciplinary environment.
¿ Ability to communicate with Clients.
¿ Ability to independently originate and check Piping design drawings with minimal input from engineers.
¿ Familiarity with the design requirements of other disciplines (Civil, I&C, Electrical and Pipeline)
¿ Through knowledge of 2D and 3D CADD applications.
¿ Knowledge of PDS or equivalent software is an added advantage.
¿ Familiarity with industry codes and standards (ASME B31.3, ASME VIII, ASME B31.4, ASME B31.8 and so on).
