Our client, a leading oil and gas company based in Abu Dhabi, is looking forward to recruit Senior Prequalification Engineer

PURPOSE
To ensure the development and assessment of the suppliers¿ prequalification, registration, performance recording and update of respective data and the provision of bidders list for the tendering processes.

BACKGROUND
The Senior Prequalification Engineer reports to the Section Head, Pre-Qualification & Quality Assurance together with the Senior Pre-Qualification Engineer and Senior Supplier Services Engineer

The Senior Prequalification Engineer role of is to ensure that suppliers¿ (Contractors, Consultants, Manufacturers and Vendors) prequalification & registration assessment, recording and analysis of respective data, performance update and provision of bidder lists are made in accordance with the company¿s procedures and professional standards. The availability of suppliers up to date and comprehensive information is very important for the effective procurement tendering processes for various types of materials / equipment and services including projects required by the company. Should have good exposure to process equipment, engineering materials & EPC, EPCM, Contracting & Consulting services utilized in the oil & gas industry.

The Senior Prequalification Engineer has daily contacts with senior management and technical staff from the various suppliers to discuss matters related to the procurement of materials, equipment and services. The job requires also occasional contacts with other ADNOC Group of Companies and GCC & Gas Companies for exchange of information on procedures, systems, companies¿ capability and performance.
Follow-up with the reviewer of manufacturer application to ensure that their comments received in the respected date of pre-qualification process, this is one of the e-registration KPIs.

MAIN ACCOUNTABILITIES
¿ To direct and supervise the activities of the assigned staff to ensure that the respective procedures and processes and the HSE management system are adhered to and implemented.
¿ To develop and enhance the Suppliers¿ registration & pre-qualification procedures and policies, terms of reference for Suppliers Evaluation Committee and the master lists for services, materials and equipments in the light of changing requirements in accordance with UAE Government and the Shareholders guidelines for proper supplier evaluation.
¿ To review the requests and applications submitted by the suppliers through e-Registration system for registration, coordinate and conduct site survey at the supplier¿s premises as required and assesses their capabilities; make recommendations to obtain approvals from SEC and advise the suppliers of any possible improvements in their capabilities.
¿ To provide day to day support to Users (e.g. Projects, Contracts & Purchasing Departments, HQ., Sites, etc.) in relation with qualified Contractor / Vendor workgroups / product groups; reply on suppliers¿ queries and provide help desk support for e-Registration system.
¿ To coordinate suppliers¿ pre-qualification meetings, presentations and seminars.
¿ To ensure the inactivation/ suspension of registration based on suppliers bad performance results as requested by management and approved by SEC.
¿ To coordinate the functional audits covering the pre-qualification & registration, procedures and work methods, and ensure the implementation of remedial action as required by the Auditors findings.
¿ To consolidate the Division¿s annual acquisition plans, for contracting, purchasing and Projects to ensure development of comprehensive list of pre-qualified / registered suppliers in the system in line with Company requirements. Recommend and / or reviews Bidders Lists related to their requirements upon request.
¿ To ensure the training and development of assigned staff with emphasis to UAE nationals.
¿ To ensure the development of new sources for products and services to improve delivered value to users. Communicate with ADNOC Groups of Companies and GCC countries, for the same.
¿ To attend the meetings called by ADNOC Group of Companies related to suppliers¿ registration & pre-qualification.
¿ To review and validate suppliers key information and follow-up with governmental and professional licensing institutions (i.e. Abu Dhabi Chamber of Commerce & Industry, Department of Planning & Economy and Ministry of Economy).
¿ To ensure the problems encountered by the suppliers on the e-Registration system and / or by users on the e-Registration system or Commercial Directory are solved in coordination with -IT and concerned consultant
¿ To conduct awareness sessions to End-Users for Bidder List Selection in the best method and techniques available in the Commercial Directory.

Minimum Requirements
¿ Worked in oil and gas sector with 7 years experience work in pre qualification business process
¿ Should have Bachelors Degree in Mechanical / Metallurgy Engineering
¿ Additional Requirements: IT and computer knowledge
