Our client, an oil and gas company is looking forward to recruit Technical Proposal Manager - EPC

Role:
To assume overall responsibility for managing, co-ordinating and administering of the Company
proposal effort on all selected proposals, from the BID/NO BID approval cycle through to submittal of
the BID to the Client, incorporating pre-bid stages of definition, planning, conceptual engineering,
procurement, construction and start-up including operation and maintenance requirements, risk
assessment, estimating and interpretation and clarification with others contractual, commercial and
technical terms and conditions and required deliverables in compliance with RFP.

Job Description

? Lead team to ensure proposals targets are achieved in conformance of RFP, ITT & ITB.
? Coordinate with Contracts, in reviewing prime contract documents and data, develop risk
profiles, establish plans, schedule and budgets & review technical input for proposal
obligations.
? Initiate & direct planning / development of Preliminary Project Execution Plan, scope definition,
project procedures, budgets, and project schedules.
? Review proposal summary and lead presentation of proposal to senior management for review /
approval.
? Ensure client contact, including working relationships and major correspondences is maintained
throughout duration of the proposal.
? Monitor and control all contractual commitments to ensure all work is being performed in
accordance with the RFP, ITT & ITB specification, drawings and ¿terms and conditions¿ of RFP.
? Review procurement strategy for compatibility with proposal plans, schedules and budget.
? Conduct periodic proposal & client meetings.
? Prepare or direct preparation of progress and special reports to management.
? Oversee preparation of Project Summary and ¿back-up¿ for management.
? Assist in training of new proposal / project managers through formal and on-the-job training.

Skills:
? Solid background and expertise on EPC Projects in Oil / Gas Sector.
? Minimum 20 years of experience on proposals & front end related to major EPC proposals and
projects.
? Bachelors Degree in Engineering or Scientific discipline ¿ Mechanical Engineering
? Proven management skills, able to manage & develop multi-cultural teams.
? Business Management & Strong negotiation skills.
? Strong commercial flair, Risk Assessment & Technical expertise
? Tendering, proposal and contract development / formation experience.
? Knowledge of engineering, procurement, construction & other project-related activities,
including their interfaces and interdependencies.
? Broad knowledge of industry standards.
? Understand the interface with Business Development and assist with presentation to Clients.
? Able to plan, organize, lead & monitor a wide variety of team efforts.
? Exceptional communication skills.
? Excellent computer skills, desktop publishing and graphic experience helpful (Adobe In Design, MS Office Professional)
