Job description

This vacancy is for our government client, undertaking projects in oil & gas sector

Scope of Duties:

¿ Liaises with local, regional and international recruitment agencies on recruitment matters, negotiates terms and conditions of employment with candidates, contractors/agencies

¿ Proactively plan and manage recruitment for all positions within the relevant departments/Divisions. Utilize online recruitment services to attract and source applicants/job-seekers

¿ Handling all matters related to overseas agencies as well as other recruitment tasks in liaison with Planning & Employment Team Leader (P&ETL)

¿ Ensuring job postings¿ update on company career webpage & job portals in co-ordination with the Senior Employment Officer (SEO) being the focal point

¿ Coordinating with ITD regarding the enhancement of company careers webpage, in consultation with SEO and P&ETL

¿ Assisting Employment Section to ensure that all on-line job applications are properly screened/assessed in all aspects

¿ Handling overseas advertisements as and when required, but in consultation/ coordination with P&ETL

¿ Responsible for handling recruitment tasks professionally in a well coordinated and high confidentiality manner

¿ Providing high level of customer services to candidates, colleagues and Line Managers across the organization

¿ Reviewing and updating processes and procedures in order to improve work flow & customer satisfaction

¿ Screening applications/CVs against job openings/descriptions, Short-listing, organizing telephonic/personal interviews and producing interview schedules, liaising with job officers, applicants, agencies to provide updates on their progress, etc

¿ Arranges personal interviews as per customary schedule and coordinates with Government Relations Section/Travels Section for necessary visa, security pass, travel, hotel accommodation arrangements, etc

¿ Scrutinizes job offer, employment contracts and ensures to obtain the necessary government and medical approvals and clearances. Conducts reference checks on candidates, when required

¿ Maintains statistics of recruitment activities regarding new recruits, vacancies, interviews, advertisements, job synopsis, candidates¿ profiles, etc. and ensures updating and recording of information in the SAP Recruitment Module.

¿ Participates in conducting surveys of the local labour market situation in order to evaluate the performance of local, regional and international Recruitment Agencies and to assess trends/constraints and proposes on the appropriate course of action to achieve an efficient and cost effective recruitment process.

¿ Plans and deals with recruitment for all positions within the relevant departments/divisions; including administering recruitment campaign, candidate sourcing, short-listing, skills & personality testing, behavioural interview assessment with Line Managers and offer negotiation, etc.

¿ Provides necessary support and assistance to the recruitment team in their daily activities.

¿ Maintain best recruitment practice, share ideas and information to ensure consistency through a value added services.


Minimum Requirements:

¿ Bachelor Degree in Business Administration/HR or equivalent

¿ 8 years experience on the entire recruitment and selection process from creating job advertisements with a reputed organization/oil & gas industry

¿ Should have exposure of managing the entire recruitment cycle

¿ Strong oral and communication skills and English language proficiency

¿ Must be fully aware of the sensitivity and confidentiality of the function

¿ Excellent organizational skills and the ability to manage a large and variable workload, ensuring timely and accurate completion of assigned work

¿ Should be Computer literate and with sound knowledge and experience in the use of software packages, such as SAP, MS Office (MS Word, Excel, Power Point, etc.)
