Senior Contracts Engineer ¿ IGD Project

Scope of Duties:

a) Perform Contract Administration duties to ensure that Consultants, Construction and/or EPC Contracts are effectively and efficiently administered, and that all contractual obligations are provided in a timely manner.

b) Claims mitigations, analyses and resolving of contractual claims between company and the EPC Contractor.


Financial
The job has contributory role on Project Contract Management.

Manpower
Supervise the activities and provide legal and contractual Support to Project Manager with regards to Engineering / Procurement / Construction works.


Duties Performed:

a. During FEED /Pre-EPC Stage
¿ Coordinate activities of FEED Contractor/ Consultant.
¿ Conducts pre-qualification exercise in conjunction with Contract Dept. and establishes proposed bidders list for subsequent management approval.
¿ Interface with other company Divisions/ Departments.
¿ Review & comment on FEED contractors/ Design Consultants submissions.

¿ Preparation of Invitation to Bid (ITB) for EPC/ Construction phase.

¿ Develops tender evaluation procedure and criteria, obtains technical evaluation from Job Officer, directs commercial evaluation of tenders, including subsequent negotiations, if required and coordinates tender evaluation report for review and agreement.
¿ Carry out/ Coordinate Technical Bid Clarification and Evaluation of bids and submit recommendation to Project Management.



b. During EPC/Construction
¿ Review the draft EPC Contract between company and EPC Contractor and ensures that final contract documents are complete and accurate in all respects prior to timely execution and distribution to concerned parties.
¿ Review and approve contractor¿s submission of various deliverables
¿ Contract Administration
¿ Administration of PMC/ Technical Consultant Supervision and TPI.
¿ Control and monitor Project possible claims, variation orders raised by EPC Contractor and raise to Project Manager for further assessment.

¿ Review and endorse contractor¿s invoices for payment.

¿ Ensure implementation of EPC contractors Contractual obligations as per Project requirements.

¿ Review and analyse requests for variations submitted by the EPC CONTRACTOR with respect to their validity and impact on cost and schedule. Take appropriate action to mitigate the cost/time impact where possible.

¿ Review and analyse and recommend to comapny the position to be taken in response to claims including need for negotiation, negotiation strategy, and negotiation limits.

¿ Review and analyse and recommend to company claims avoidance / mitigation strategy that would lead to dispute resolution.

¿ Monitor and ensure that the EPC CONTRACTOR takes out and thereafter maintains insurances as required under the EPC CONTRACT.

¿ Review and recommend the approval for selection of subcontractors by the EPC CONTRACTOR in accordance with the provisions of the EPC CONTRACT.

¿ Review and analyse requests for variations submitted by the EPC CONTRACTOR with respect to their validity and impact on cost and schedule.

c. During Contract Completion & Closeout
¿ Agree with EPC Contractor final resolution of all claims and variation orders.
¿ Coordinate preparation and submission of final documentation by EPC Contractor in accordance with the Contract requirements.
¿ Coordinate all corrective actions by contractors during warranty/ defects liability period.
¿ Coordinate issuance of contract close-out report and transfer all project drawings/ catalogues/ manuals etc. to company Records.
¿ Assist in resolving outstanding issues and close out EPC CONTRACT and other contracts


Minimum Requirements:

a. Aged 35-50
b. B.Sc. in Engineering or equivalent.
c. 15years experience in oil and gas companies or similar large industrial facilities of which minimum 7years in Project Contracts Management.
d. Computer literate, fully proficient in Excel, MS Project, PowerPoint, etc.
e. Excellent knowledge of written and spoken English.


5 days working week (Sunday to Thursday)
