This vacancy is for our client, French Collaboration Company based in Qatar undertaking projects in oil & gas sector


Activities:

General:
¿ Be the lead for the development and the execution of the metering project
¿ Be the focus point of contact for any technical aspect associated with these subjects
¿ Be the focus point of contact with QP for the project specific aspects throughout all project phases.
¿ Liaise with the Corporate technical division and the EPQ technical entities for any technical points linked to the project
¿ Ensure that the HSE aspects are properly highlighted and covered through all phases of the project in line with the Company rules
¿ Be responsible of the application of company standards to the project
¿ Ensure that the project approval process as per company internal rules is well followed for the project
¿ Ensure adequate reporting throughout the project phases as required
¿ Act as the main point of Contact with QP for all aspect related to QP new metering rules or practices implementation
¿ Participate in QP metering meeting and act as EPQ technical representative in liaison with the technical head quarter relevant authorities
¿ Integrate QP metering requirement into the various phases of the metering project

Particular aspects:

1rst phase: perform a conceptual study
¿ Perform initial gap analysis for the platforms connected systems to define standards upgrade requirements
¿ Perform a survey of the existing to use it as basis of design for the conceptual study
¿ Screen and evaluate the various options and technical metering solutions
¿ Evaluate for each involved technical discipline the possible alternatives and possible innovations
¿ Use the support of third party specialist company to investigate all options and technical possibilities
¿ Highlight and identify internal and external interfaces and impact of proposed concepts
¿ Evaluate the implications of the construction/integration and commissioning aspects on the concept to select
¿ Assess the risks for the project
¿ Perform preliminary risk assessment on possible concepts and use results in screening
¿ Evaluate each option from a technical, cost and constructability point of view
¿ Propose and justify a final scenario for the project
¿ Evaluate the proposed solution from design, technological (performances) construction, commissioning, safety, operating, maintenance point of view
¿ Elaborate a safety concept brief for the project based on the proposed scenario
¿ Develop the conceptual study for the selected scenario and prepare the basis of design / SOR for the FEED phase

2nd Phase: FEED
¿ Prepare the call for tender for the FEED phase
¿ Launch the FEED and be the CY lead for the FEED execution
¿ Ensure technical consistency of the FEED results
¿ Prepare dossiers for EPCI phase calls for tenders in accordance with approved project execution strategy
¿ Identify possible LLI and organize procurement accordingly
¿ Define project execution strategy
¿ Identify any HSE particular risks and take them into account in FEED deliverable (in particular SIMOPS situations, lifting offshore, construction POB offshore, commissioning aspects)
¿ Develop project execution schedule with due consideration to possible interferences with production
¿ Prepare dossier for company project sanction (cost/Risks/schedule/project strategy)

3rd Phase: execution ¿ EPCI
¿ Issue EPCI phase call(s) for tender(s) in accordance with project execution strategy
¿ Initiate LLI procurement if required by project execution strategy
¿ Act as the Cy representative for the contracts linked to the EPCI phase
¿ Plan and implement CY organization for the different phases of the project execution
¿ Report cost, risks, planning, progress to the upper management
¿ Implement HSE management system for the project and issue a dedicated HSE plan
¿ Prepare, organize and supervise the offshore campaign
¿ Issue a final close-out report for the whole project

Qualification/Experience/Education:

¿ Technical skills in instrumentation engineering with experience and knowledge of oil and gas metering systems
¿ Oil & gas and if possible Offshore background
¿ Process knowledge
¿ Knowledge of Total referential
¿ Familiar with Total Technical Corporate division (TEC)
¿ Experience in projects (Total project by preference) ¿ Engineering & execution phases
¿ Potential for technical subjects management and coordination
¿ Graduated engineer or equivalent grade in university with 10 years minimum experience in the industry.
