Our client, a leading Health Insurance company based in Dubai is looking forward to recruit Senior Programme Manager

Role summary
The role of the Senior Programme Manager is to support the fronting partner success and working with the business by leading on and recommending appropriate actions, strategies and/or alternatives to meet clients¿ needs. The incumbent has responsibility for leading/managing all aspects of the program such as planning, coordination, development, implementation including stakeholder and partner work streams and the financial implications while prioritizing work, resources and time. Ensures the end state of the project and/or business operations meets business and client objectives and that all deliverables and due dates for each phase of the programme are successfully met.

This is a complex programme which will involve working in a collaborative environment across internal and external teams managing relationships across the segments work streams and multiple functional areas. The ability to manage IT and infrastructure projects/teas to deliver to business needs. Project managing the project inputs and activities of multiple managers and their work teams and/or most complex projects through to implementation. Sets strategic direction for team and/or complex projects and or programs (e.g., national in scope which may impact one or all segments, and typically runs multiple years in duration with high financial implications). Has full accountability for all aspects of the programme reporting to the Programme Director and deputizing in their absence

Role Responsibilities
¿ Assists in the setting of the direction of the strategic business plan and translates into vision and key deliverables with work stream leads and for staff/others
¿ Able to produce detailed programme reports to business leaders, the client and partners.
¿ As a business leader, influences all stake holders to support key projects / programs to ensure positive outcomes that deliver on results.
¿ Drives change in order to improve performance results, organization effectiveness and/or systems / quality / services (e.g., policies, processes or systems).
¿ Identifies gaps in processes or organization and challenges self and others to develop and implement solutions. Maintains the share point site, programme and communication plans.
¿ Responsible for project management, including oversight of the expense run rates and levels of all relevant programme areas
¿ Ensures accurate prioritization of key projects/programs within purview.
¿ Has significant accountability for project management services being delivered including organization¿s budget and/or financial implications.
¿ Managing multiple internal and external project teams.

Experience
¿ Previous experience managed care / health insurance industry
¿ Multiple years proven leadership experience setting strategic direction and influencing change resulting in quantifiable positive outcomes.
¿ Proven track record managing complex projects and or programs that resulted in cost savings.
¿ Experience managing large budgets.
¿ Programme and Project management experience leading SME and project / business managers to deliver successful programme outcomes
¿ Demonstrated negotiation skills.
¿ Working across cultural boundaries
¿ Experience of working in the Middle East in both Government and Commercial organizations
¿ Fluent in English both verbal and written
¿ Ability to speak and communicate in Arabic an advantage
¿ Able to articulate across all levels confidently and concisely

Education Requirements
¿ Bachelors degree and/or Master¿s or equivalent experience
¿ Microsoft Project, and or other recognized PM methodology or qualification for example PMP or PRINCE II
