Job description

This vacancy is with our government client, undertaking projects in oil & gas sector.

Scope of Duties:
¿ Carries out the design of allocated Instrument modification related to LNG production facilities, associated off sites and OAG plant. Ensures the design is to recognised industrial standards and codes.
¿ Prepares the Statement of Requirement for contract documents and carries out technical evaluation of contracted out schemes including technical clarification to bidders through the Contracts Department.
¿ Carries out the direct ordering and reservation from stock of all materials for the modifications, ensures materials comply with company standards and are correct specification for the duty. Performs technical evaluation of material bids including technical clarification to bidders through Procurement Department.
¿ Prepares pre-engineering packages and bills of materials to help arranging funds availability for the concerned modifications. Follows the progress of Enquiry Indent and Purchase Request till their order placement.
¿ Controls the engineering of modifications and liaises regularly with Operations, Maintenance, Operations and HSE Department to ensure that the engineering design is covering the requirements of all disciplines.
¿ Liaises regularly with mechanical/civil/structural, instrument and electrical engineers within Engineering Division to cover the inter-disciplinary requirements for the modifications. Acts as the nucleus to ensure a complete integral package is assembled before distribution.
¿ Provides design and technical guidance to Senior Draughtsman and Draughtsmen during the design development phase of the modification. Carries out final checking and appraisal before signing documents as responsible Development Engineer.
¿ Defines the scope of each Divisions involvement during procurement and construction and pre commissioning phases of the modification.
¿ Supervises and directs engineering, construction and pre commissioning contract staff during implementation of the modification.
¿ Carries out pre commissioning checks on the completed work to ensure that the construction is to approved designs. Continue to monitor modification from conception through to commissioning.
¿ Provides technical support (as required) to Projects Division in the review and approval of relevant drawings and project deliverables.
¿ Performs annual performance appraisal of Instrument Engineers and defines training needs.
¿ Participates or delegates Instrument Engineers to RCA meetings, providing overall responsibility for input to incident investigations.
¿ Responsible for initiating schemes and participating in the Section¿s annual budget preparation, as well as controlling and reporting the expenditure thereafter.
¿ Supervises contractors and consultants and contract hired design engineer/construction engineer/supervisors engaged on concerned modifications.
¿ Provides work direction, technical guidance and assistance to Engineering Graduate Developees. Develops and assists in defining training needs of UAE National Engineers and Developees.

Minimum Requirements
¿ B. Sc in Chemical / Control Engineering or equivalent qualification.
¿ 15 years¿ experience in the instrument engineering field, including minimum of 10 years in development / project work in the as processing, oil refining or petrochemical industry.
¿ Very good spoken and written English.
¿ Computer literate
