This vacancy is with our government client, undertaking projects in oil & gas sector

Basic Function & Scope:
Supports Operations Manager in planning, to manage and coordinate the activities to ensure that Production targets are effectively met, the Plant is operated and maintained safely and efficiently in accordance with company policies, objectives and quality standards and to assist the Operations Manager in managing the day to day activities and on site emergency situations.
Task, Duties and Accountabilities:
¿ Participates with the Operations Manager in the planning, coordination and recommendation of long and short term production programmes. Including attending Departmental meetings, discussing existing capacities, conditions of plant and equipment, time constraints, to decide in conjunction with other department concerned on an appropriate programme.
¿ Participates in the preparation of Capital and Operating budgets. Monitors and reconciles capital and operating expenditure against planned budget for Operating Units. Investigates and redresses to ensure effective cost control and review performance.
¿ To review equipment history data, analyze chronic failures and problems, identify frequent `bad actors¿ conduct Root Cause Analysis and develop recovery strategy for the implementation of upgrades and modifications to improve reliability.
¿ Supports Maintenance and Technical Support, providing engineering and project management services for minor projects including the planning, execution and supervision of the works.
¿ Final review of all operations appraisals for consistency
¿ Reviewing and updating Operations Manuals, procedure, instructions against shortfalls in line with Operations Manager for amendment approvals.
¿ Set weekly/monthly maintenance Planning
¿ Manager operating related annuals (PTW, HESMS, disposal manual etc) reviews.
¿ Be part of the team for Root Cause Failure Analysis
¿ Investigate production loss and determine the root cause and bottleneck
¿ Investigates production losses associated with the operation and implementations of improvement plans
¿ Management and forecasting of production expenditures as well as the identification of cost reduction
¿ Prepares or provides input into the Operating Budgets and monitors consumable consumption for improvement opportunities
¿ Plan unit tests to improve reliability or to improve throughput. Planning is in conjunction with the relevant departments such as PMT. Production Engineering or Contractor.
¿ Liaises with Drilling for the planning and coordinating of feed gas supplies necessary to meet production targets/programmes. Liaises with other onshore companies on resolving Technical issues relating to gas supplies
¿ Reviews and endorses for Operations Manager¿s approval of annual production programme based on Company¿s Performance Management Contract (PMC) to ensure that all production targets are achieved and the Plant and equipment are operating safely and efficiently with minimum production opportunity losses. Production plan prepared based on minimum or no impact.
¿ Supervise and provides the overall supervision of the integrated power supply operation of units with necessary planning of annual capital with the overhaul plans to ensure its reliability and safe operation to satisfy.
¿ Plans and supports production priorities for planned maintenance and preparation of equipment isolation and start up.
¿ Directs and provides overall supervision over the planning and coordination of overhaul programmes. Includes considering the supply of feed gas, levels in storage tanks, overhaul scheduled elsewhere etc, synchronizing timetables and ensuring equipment is prepared for overhaul according to the agreed programmes.
¿ Implements Plant related corporate objectives, Operation Division policies, performance targets in conjunction with the Operations Manger in order to translate company mission into measurable Divisional activities
¿ Assists the Operations Manager with respect to the coordination work of the Operation department with projects and Engineering Division regarding the short/long term planning of the Divisions activities and the needs of the plant
¿ Plans, coordinates and endorses for Operations Managers approval the manpower requirements for the Operation Division ensuring effective implementation of the Emiratization policy. Supervises the Production Division¿s identification of training needs and the establishment of job targets for all the job under his supervision. Ensures the proper implementation of approved training and development programmes within the Division with emphasis on UAE Nationals and through continuous follow up and effective succession planning.
¿ Monitors and supervise implementation of Competency Assurance Management system (CAMS) for all Graduates Entry Staff and also Competency Profile System (CAS) for all operators and technicians.
¿ Participates effectively with the Operations Manager in putting plans, strategy, implementing actions or liaising the service to the staff based on the Master Plan prospective on the areas of HSE practice including emergency evacuation plans, well-being of staff ( like accommodation, travel, catering services etc) and operation impacting gas intake
¿ Takes Health, Safety & Environmental (HSE) lead in ensuring ¿safe systems of work¿ and ¿safe conditions¿ are in place within area of responsibility
¿ Demonstrates visible commitment to HSE by periodically leading/taking part in risk assessments, audits, HSE meetings, emergency drills, HAZOPS, SIL classification, reliability improvement initiatives etc
¿ Ensures assigned staff complies with all company HSE policies & procedures and related initiativeness
¿ To enforce the implementation of company Health, Safety and Environment Management System ( HSE ¿ MS) and Asset Integrity reliability Management System (AIRMS) and promote awareness of its use among his staff.
¿ Prepares and monitors the expenditure of the annual operating and capital & Major Revenue budget for the department and justifies the variances.
¿ Undertakes specific tasks as may be determined by the Operations Manager
Work Contact:
Regular contacts with department level heads and peers in other section head levels, operators and contractors.

Latitude:
Works in accordance with the established Company policy and procedures. Completed assignments are subject to review.
Supervisory Responsibility:
Supervises directly Petroleum Engineers -1, Wire line Supervisor -1. Indirectly administer the Shift Controllers -5, Assistant Shift Controller ¿ 8 and Control room Panel Operators ¿ 45, Plant Operations Operator ¿ 72, Laborer ¿ 10, Gas gathering Operators ¿ 8, Pipeline Supervisor - 2 & Pipeline Technicians ¿ 2

Minimum Requirements:
¿ B. Sc in Chemical Engineering or equivalent operating experience
¿ 10 years experience of process plant operations in oil refining, petrochemical or gas processing industry, 5 years of which should be in a supervisory role
¿ Strong people management, leadership and team building skills with good inter-personnel, problem solving and decision making capabilities
¿ Fluent in written and spoken English with good presentation skills
