Job description
This vacancy is for a Government Oil & Gas company based in Abu Dhabi, UAEPURPOSE
To monitor implementation and effectiveness of process Safety initiatives required to ensure process safety integrity of the company assets. He shall play a pivotal role in changing the culture in the organization. He shall be responsible to carry out a level-1 audit for all the asset Integrity related areas.
MAIN ACCOUNTABILITIES
¿ Understands and demonstrates the COMPANY¿s process safety and Integrity requirements. Ensures updating of existing procedures and compliance standards with HSEMS and ADNOC cop requirements.
¿ Initiating and Monitoring various process safety and integrity measures For ex: operation envelopes, Alarm management, shift handover, shift meetings etc, etc.
¿ To ensure that all plant units are subjected periodically to process safety and risk assessment studies.
¿ Focal point for follow up and close out of all recommendations emanating from various process safety studies.
¿ Establishes the Process safety metrics (Leading and lagging) performance indicators that will serve in measuring the process safety performance and also achieve shareholders KPIs.
¿ He shall audit various sections / departments in the facility as a Level-1 Audit for process safety and Integrity.
¿ Responsible for tracking, management and close out of the GRIATS relevant to Integrity and process safety Management. Assures follow-up, expediting and closure of planned remedial measures.
¿ Responsible for safety documentation ensuring company and regulatory procedures and standards requirements are adequately accounted.
¿ Ensure all Safety Basis assessments are, and remain, compliant with the appropriate standards and policies to quality.
¿ Visible commitment to HSE&Q improvement programs and ensures all incidents are investigated to prevent recurrence and provide learning.
¿ Create and maintain a culture of zero accidents and incidents relating to process safety, Integrity, quality, health and environmental issues.
¿ Support Operations, Maintenance, Technical service Teams in the development and maintenance of process safety documentation, validation and verification for HSECES.
¿ Develop and implement Process safety performance metrics to facilitate the management level decision processes
¿ Carry out Fire Risk / Dangerous Substance and Explosive Atmosphere Regulations (DSEAR) Assessments within the facility
¿ Undertake process safety / chemical engineering reviews.
¿ Undertake Emergency response role as required
¿ Participate in Event investigations as required
¿ Identification of major accident hazards/safety critical elements and their reporting.
¿ Facilitate implementation of performance standards/written schemes of examination for all HSECES.
¿ Monitoring and following up that deviations and non-conformities are identified and either justified or corrected, and subsequently closed out.
¿ To prepare periodical progress reports (e.g., status reports, weekly & monthly compliance reports, Key performance indices reports, and other statistical and benchmarking reports, etc.) to keep top management informed about the progress of all initiatives and to facilitate decision making.
¿ To enforce the implementation of company Health, Safety and Environment Management system (HSE-MS) and Asset Integrity and Reliability Management System (AIRMS) promote awareness of its use among all concerned staff members.
¿ To prepare and conduct training and awareness sessions to all levels in the organization.
¿ To ensure Coaching, Assessing, Verification and Mentoring to develop and integrate competent UAE Nationals for target position through CAMS & PDP programs as per company vision towards Emiratization
Qualification and Experience Required:
¿ Bachelor¿s Degree in Chemical or Mechanical Engineering or other related engg discipline.
¿ Minimum 10-15 years experience in Process safety / integrity related disciplines within the oil/gas production industry, chemical treatment, protective coatings, cathodic protection, sour service material selection, non destructive techniques, pipeline inspection pigging, etc.
¿ Nebosh diploma qualification is preferred.
¿ An in depth knowledge of Safety Case methodologies, Strong communication skills at all levels.
¿ Working knowledge of Health and Safety Legislation, Good understanding of Risk Assessment techniques and procedures including HAZOP, HAZID and all other techniques.
¿ Knowledge of Company Safety, Environmental, Health and Security systems and willingness to learn.
¿ Extensive experience working with an Operating oil and gas or petrochemical industry.
¿ Experience of applying hazard analysis data to support facilities safeguard performance specifications
