Job description

To manage and oversee the operations of the Compensation and Benefits Section for all TIP HR Shared Services and to ensure the accuracy of compensation and benefits details and their effective implementation in line with the organizations policies and procedures.

Key Responsibilities / Duties:

Managerial Role:
¿ Manage and coordinate the Compensation and Benefits function and resources and ensure that the below functions are executed efficiently, accurately and in a timely manner.
¿ Delegate and monitor the Compensation and Benefits functions, goals, objectives, and programs.
¿ Prepare reports on the overall performance of the Compensation and Benefits function for the Senior Manager, Human Capital.
¿ Review and evaluate the work of staff and outsourced services under his / her supervision, and ensure that programs are of appropriate quality and that resources are used effectively and that it complies with the Departmental policies and procedures.
¿ Advise the Senior Manager, Human Capital on the progress of all work under his / her control.

Organizational Role:
¿ Ensure the availability of required resources to carry out all the tasks related to the Compensation and Benefits functions.
¿ Perform periodic performance appraisals for the team within the Compensation and Benefits function.
¿ Ensure that all staff acquire the required skills and knowledge through appropriate learning and development programs.
¿ Ensure that policies and procedures for the Compensation and Benefits function within the Section are documented and adhered to.
¿ Ensure that all the technology needs of the function are identified to ensure that its processes are performed efficiently and cost-effectively.

Functional Role:
¿ Assist the Senior Director, Human Capital in preparing the annual Compensation and Benefits budget in line with the proposed Compensation and Benefits initiatives in order to obtain managements approval in this regard.
¿ On an annual basis, assist the Senior Manager, Human Capital with the manpower plan offering multiple scenarios and calculations to ensure senior management has a complete picture
¿ Plan and implement the Compensation and Benefits strategy and plans in line with the organizations goals and objectives.
¿ Ensure the proper establishment, implementation and administration of policies, procedures and systems related to compensation and benefits.
¿ Participate in compensation surveys and benchmarking studies to ensure the organization remains abreast with comparable industries.
¿ Ensure the accurate and timely generation of payroll and the resolution of any issues connected with the same; work closely with Performance, Policies and Employee Relations Manager to ensure all employee-related financial issues have been addressed and resolved.
¿ Ensure that the calculations of the End of Service Benefits for all leaving employees and the UAE National pension-related matters are accurate and are in line with the organizations policies and relevant UAE laws.
¿ Provide the final verification on decisions related to bonuses and promotions after conclusion of the appraisal process. Ensure accuracy of salary increment figures as well as salary changes arising out of promotions before they are included in the monthly payroll.
¿ Provide advice to the Recruitment Section with regard to salary packages offered to selected candidates in line with the organizations policies and pay structure.
¿ Ensure the development, maintenance, and updating of job descriptions and job evaluation details for all jobs in the organization in line with quality standards.
¿ Provide efficient support to subsidiaries with regard to compensation and benefits-related issues.
¿ Perform any other relevant tasks as directed by the Senior Manager, Human Capital.

Key Accountabilities:
¿ Staff management and development
¿ Assistance in budget preparation for the Compensation and Benefits function
¿ Defining and implementing the Compensation and Benefits strategy and plans
¿ Participation in compensation surveys and benchmarking studies to ensure the organization remains abreast with comparable industries
¿ Management of compensation and benefits calculations (e.g. salaries, bonuses, End of Service, pension, etc.)
¿ Development, maintenance, and updating of job descriptions and job evaluation details
¿ Supporting subsidiaries in the Compensation and Benefits process
¿ Preparation of Management reports and recommendations

Preferred Minimum Qualifications:
¿ Bachelor degree in Business Administration / HR / or equivalent.
¿ Preferably Masters Degree in HR or equivalent.
¿ Relevant industry certifications (e.g. SHRP, CIPD, HAY job analysis, etc.)

Preferred Experience:
10 - 12 Years of relevant HR experience related to compensation and benefits; at least 4 years of which in a managerial role within a government / public sector organization.

Operating Environment:
¿ Must be able to travel
¿ Must be able to sit and stand for long periods of time
¿ Must be able to deal with work-related deadlines, accountabilities and responsibilities
¿ Must be able to work under frequent job pressure generated by short and inflexible deadlines
¿ Must be able to work independently and under time constraints
