This vacancy is for our government client, undertaking projects in oil & gas sector

Purpose:
To coordinate the cost estimations and control of the Maintenance Department¿s Capital/MM/EOM & Operating Budget items, by involving in the budget preparation process and regular monitoring and control of Work Order material & services costs, highlighting abnormalities, variances for corrective actions.
The Cost Engineer reports to the Planning Section Head along with the Budget & Cost analyst and has an important role in streamlining the cost estimation process and reviewing the expenditures to ensure optimum cost.

Main Accountabilities
¿ To establish cost estimation process for all the Major, Extra Ordinary and Capital maintenance activities for budget preparation.
¿ Periodic review of Work Order estimates and actual expenditures to analyze & identify abnormalities, trends and variances and advice for corrective actions
¿ To identify the bad actors based on reliability and Maximo reports, participate in the root cause analysis (RCA) and corrective actions.
¿ To review the cost estimates prepared by Consultants and FEED Engineers and identify areas of possible improvements.
¿ To prepare, update and maintain systems and procedures relating to cost control, estimating, cost trending & budgeting. To develop and maintain cost data bank.
¿ To ensure correct account code for the Work Orders, Contracts and Service Work Orders (SWO) etc.
¿ To identify/establish KPIs for ongoing project for each year in coordination with the focal points and to close follow-up to achieve set targets.
¿ To provide justifications for budget/estimations variances with proper analysis & supports for higher
management approvals

Minimum Requirements:

¿ Bachelor degree in Engineering, Business or finance
¿ 8 years or above experience in estimating, cost control, forecasting, progress measurement etc
¿ Minimum 4 years of oil & gas experience is preferred
¿ Good in English (written & spoken)
