Scope of work:
HSE
¿ Knowledge of Company HSE policy, rules and procedures (HSE MS) and in particular ISO14001 standard.
¿ Observance of the company HSE policy, rules and procedures.
¿ Participation to HSE activities and global improvement (e.g. referential, reporting, REX, audits, Maesto, trainings, HSE action plans¿).
¿ Ensure compliance with company HSE policy, HSE rules, guidelines and specifications
- ensure compliance with subsidiary¿s HSE management system
- contribute to HSE permanent performance improvement
- participate to Risk Assessment as required
- be involved in the implementation of all Stre@m actions concerning Construction (from incident, opersafe, action plans, audits¿)
Asset Integrity
¿ Contribute to the ALK Asset Integrity initiative by reporting any anomaly, defect, bad practice, lack of equipment, lack of competence that could result in a major HSE incident or loss of production.
Activities
¿ Establishes Quality plan for piping / mechanical and painting works starting from material order, storage, traceability, follow up, erection and corresponding tests. Participates to SOW preparation and involvement in final reception of the work on site. This Quality plan will highlight hold points, checkers.
¿ Follows up the activities of the QA & QC Services contractor, to monitor Contractor compliance with Contract requirements. Performs supervisory actions in relation as required.
¿ Utilises experience and criticality considerations to target QA & QC Services surveillance activity to provide early identification of quality problems or gain confidence of effectiveness of Contractor activity (vendor related and site).
¿ Reviews and approves Contractor Quality Plans and Inspection and Test Plans.
¿ Ensures implementation of suitable inspection and test status monitoring programme; utilising information to verify progress information accuracy.
¿ Analyses inspection and test data, non conformances and concessions to identify adverse trends.
¿ Verifies production of quality records and compilation in a format suitable for handover to operations, including as-built.
¿ Performs audits and witnesses audits affected by others to confirm a suitable quality assurance system is being operated by Contractor.
¿ Prepares regular reports on progress, performance, losses, failures, achievements, tracking and trending and expectations for the future for management information and decision-making. Sponsor quality improvement programme including ensuring experience feedback is taken into account.
¿ Ensures necessary controls related to special processes established and effective including competency verification programme (e.g. welding, NDE, Ex equipment/glanding installation, compression fitting installation, GRP jointing, etc.).
¿ Complies with policies and procedures in all areas impacting the business, including, HSE, operational, commercial, financial, administrative and HR practices. Demonstrates zero tolerance to divergence. Highlights and requests correction, where necessary.
¿ Supports the rest of the team and proposes alternative courses of action, wherever possible, to facilitate efficient progress.

Position to report: Engineering & Construction Manager

Context and Environment: Position holder is located either in Doha, subsidiary¿s office or off-shore. He will work on a resident basis.
Good communication and co-ordination skills are required with other departments, Qatar Petroleum and Contractors.

Accountabilities: Monitors Quality Assurance and Quality Control activity to ensure that all facilities are designed, manufactured / constructed, tested, installed and commissioned to an optimum level of Quality and Integrity based upon international regulations and contractual requirements
Establish and follow up all QA / QC activities related to the Operation entities and more particularly, Construction and Inspection activities

Qualification/Experience Education:
Education: Welding / Metallurgical graduated engineer
Professional experience: 10 year overseeing QA/QC activities in Oil & Gas industry (including offshore )
Other competencies: fluent in English
