Job description

Our client, government oil & Gas Company is looking for experienced and qualified candidates for the above position:

PURPOSE OF THE JOB:
¿ Supervises the activities of the production accounting group for accurate production accounts and timely management reports
¿ Carries out performance monitoring and based on simulation results, guides on optimal operation to achieve smooth and efficient operation of refinery
¿ Utilizes Linear Programming (LP) modelling for analysis of monthly results, guides for forecasting, planning and preparing efficient blend recipes
¿ Collaborate with HO in developing Annual Operating Plans, Quarterly Rolling Plans including Utility Production Plans and Monthly Operating Plans
¿ Prepares periodic management reports with explanations of deviations in cost, trends, quality and other parameters, highlighting causes and suggesting corrective actions

MAIN DUTIES AND RESPONSIBILITIES:

AREA OF WORK Production Accounting

RESPONSIBILITIES:
¿ Supervises and controls all production accounting activities, daily disposal plans, units material balances and reviews and ensures accurate and timely daily management report of the refinery operation for the past 24 hours.
¿ Monitors daily plant and utility production balances and reports deviations and inefficiencies
RESULTS REQUIRED
To ensure development of accurate mass balance of refinery streams and timely reporting of refinery operation to the management

AREA OF WORK Long / Medium Term Planning

RESPONSIBILITIES:
¿ Plans for plant availability and utilization rates in coordination with process engineering and maintenance planning and collaborates with Head Office (HO) to develop 5-year production plans.
¿ Collaborates with HO to develop Annual Operating Plans including Refinery Production and Utility Production Plans
¿ Reviews quarterly rolling plans and provides appropriate feedback to HO. Develops Monthly Operating Plan in line with 13 week supply program
RESULTS REQUIRED
To ensure that short and long term production plans are in place for efficient operation of the Refineries





AREA OF WORK Performance Monitoring

RESPONSIBILITIES:
¿ Analyses monthly refining results based on retroactive LP modelling and other tools, and identifies deficiencies and improvement opportunities.
¿ Coordinates with HO for third party bench marking surveys and to develop and track Refinery Key Performance Indicators
RESULTS REQUIRED
To rationalize the performance of preceding month and to ensure improvement in operation to maximize profitability

AREA OF WORK Process Economics & Optimization

RESPONSIBILITIES:
¿ Provides support to Production Planning group to optimize process operations and blending strategies.
¿ Participates in the development of LP models and periodic recalibration of LP models against validated field data
RESULTS REQUIRED
To ensure that products are optimally blended to minimize waste and to maximize profitability.

AREA OF WORK Training

RESPONSIBILITIES:
Assists in the development on National Employees undergoing on-the-job training by identifying specific training needs
RESULTS REQUIRED
To develop UAE National manpower as well as other subordinates

SUPERVISION, PLANNING & ORGANIZING:

¿ Supervises production accounting to prepare daily, weekly, fortnightly and monthly material balances of feedstocks, products and utilities consumption
¿ Coordinates in preparing 13 weekly product supply program
¿ Plans short / medium / long term production plans
¿ Monitors quality give-away and guides for optimum blending recipes
¿ Coordinates preparation / monitoring of Capital and Operating Budgets

PURPOSE OF THE SUBORDINATE JOBS:

Production Accountant: To produce daily, weekly, fortnightly and monthly mass balances of feedstocks, products shipments and utilities consumption and hence the relevant management reports.

WORK CONTACTS
Internally:
¿ Has daily contacts with refinery operations staff up to respective Section Heads for planning and monitoring optimum refinery operations and products supply.
¿ Regular contacts with HO for planning refinery production and evaluation of refinery economic and future studies


Externally:
Regular contact with Operating Companies for allocation of feed stocks, with HQ for planning refinery production and evaluation of refinery economic and future studies and with ADNOC (Marketing and Refining Directorate) for issues related to product supplies, qualities and inventory management.

ABOUT THE JOB:

The position of Sr. Performance Monitoring Engineer is Second Job in the hierarchy reporting to the Section Head. The jobholder is directly responsible for production accounting, monitoring the performance of refinery operation in terms of production and scheduling of products meeting market commitments. Also responsible for developing short, medium and long term production plans and to ensure optimum refinery operations to improve refinery profitability.
The job requires in-depth knowledge of LP modelling, production accounting system and loss management. The incumbent requires fluency in English language for producing wide-ranging management reports and presentations. Good interpersonal and communication skills for coordinating with staff inside refinery and with outside agencies to achieve management objectives.

TYPICAL EXPERIENCE/KNOWLEDGE REQUIRED FOR THE JOB:

¿ B.Sc. Degree in Chemical or Petroleum Processing Engineering
¿ 7 Years experience in production planning and scheduling including working with computer based industrial engineering applications (i.e. linear programming), preferably in an oil/gas or petrochemical industry
¿ Fluent in written and spoken English
